This bill ensures that cigar bars are permitted to operate wherever other businesses with an on-premises alcoholic beverage consumption license may operate. Additionally, localities may adopt an ordinance waiving the requirement that a cigar bar hold such a license. However, the bill does prohibit the use of any products other than cigars and pipe tobacco, including cigarettes and vaping devices, and allows localities to require cigar bars to obtain a permit. While the bill contains negative provisions related to permitting and restrictions on the types of products that may be used in cigar bars, the measure as a whole protects against local government overreach.

Each and every health insurance mandate prevents an individual from selecting a plan with just basic or customized coverages to fit their specific needs. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need.

The free-market - not central planning by government bureaucrats - is the best mechanism to ensure resources are invested in the most impactful initiatives that have the greatest returns for the state's economy.

This bill allows school districts to install cameras on school buses to record "stop arm" violations. Fines for violations are increased to between $500-$1,000 for a first offense (previously $100-$200) and $1,000-$1,500 for a second or subsequent offense within 3 years (previously $300-$500). The bill also prohibits school districts from operating autonomous school buses to transport students. Notably, the images may be used "for the purpose of enforcing stop arm camera violations, traffic violations, and any other incidents captured by the camera monitoring system in the course of normal operation that could result in civil or criminal liability."

This bill clarifies that pools located at a single-family residence are not considered public pools and are not subject to regulation as such, "regardless of whether the guests gained use of the private single-family residence pool through a sharing platform or pay a fee for its use." The House version of the bill added language restricting localities from regulating short-term rentals. Localities may not restrict such rentals that are offered for less than 30 days per year or if "The restriction is solely based on density." However, for short-term rentals offered for more than 30 days per year, the bill allows localities to require owners to obtain a permit or approval, while restricting the types of regulations a locality may impose.

This bill expands the definition of "key infrastructure asset," for purposes of the offense of criminal mischief, to include "A facility, equipment, or communication line used in the delivery of cable television, telephony, or broadband service" (previously only "A cable television headend"). The bill also expands the scope of criminal mischief involving a "key infrastructure asset" to include additional actions. Protecting property rights and ensuring public safety serve as essential components of government.

This motion overrides the Governor's veto of a bill that provides that an agency or administrative "interpretation of a statute or administrative regulation . . . shall not be entitled to deference from a reviewing court." This follows the U.S. Supreme Court's 2024 decision to overturn the "Chevron doctrine," which generally required courts to defer to government agency interpretations of ambiguous language in statutes as long as the interpretation was not arbitrary or capricious or contrary to the statute.
