This bill expands the state's health insurance mandate requiring coverage of colorectal cancer screening. Under the bill, insurance policies may not require prior authorization. Previously, existing law prohibited any deductible or cost-sharing requirement. Additionally, policies are now required to cover prescribed bowel preparation. Each and every health insurance mandate prevents an individual from selecting a plan with just basic or customized coverages to fit their specific needs. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need.

Under the bill, these districts may impose an ad valorem property tax of up to $0.10 per $100 of assessed value. Districts also may impose "an occupational license fee" of up to 3% of wages and profits for 20 years. The free-market - not central planning by government bureaucrats - is the best mechanism to ensure resources are invested in the most impactful initiatives that have the greatest returns for the state's economy.
