This bill expands eligibility under the "Major Events Reimbursement Program" to include a Federation Internationale de l 'Automobile (FIA) World Endurance Championship international automobile race and the South by Southwest Conference and Festivals. Additionally, the bill exempts the South by Southwest Conference and Festivals event from the eligibility requirement that an organization select the site after considering at least one site in a different state in a "highly competitive" process. The free market - not central planning by government bureaucrats - is the best mechanism to select the most desired events and provide the necessary funding (via tickets and other user fees). The major event reimbursement program should be eliminated entirely as the state must pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion federal liabilities, represents the greatest existential threat facing this country.

Putting Taxpayers on the Hook for College Through $590 Million in Higher Education Funding Allocations.

This bill increases allocated annual funding for several colleges and universities and adds institutions to the allocations. Under the bill, total allocations are increased from $393.75 million to $590.625 million (50% increase). For example, the allocation for the University of North Texas increases from over $38.4 million to over $65.1 million, and the allocation for Texas Tech University increases from over $51.3 million to over $82.6 million. While it is a necessary role for government to provide quality K-12 education - ideally through school choice - college and university-level education should be funded through user fees (i.e., tuition) by those who wish to pursue their selected career path.

Combatting Human Trafficking by Allowing the Attorney General to Prosecute Cases if Local Prosecutors Refuse.

This bill provides the Attorney General the authority to prosecute human trafficking crimes. Under the bill, a law enforcement agency that submits a report finding probable cause human trafficking to a local prosecutor is also required to submit the report to the Attorney General. If the local prosecutor has not initiated proceedings within 180 days, the Attorney General is required to do so. The bill also requires law enforcement agencies and local prosecutors to provide the Attorney General with all requested information relating to human trafficking investigations. This bill directly combats the human trafficking surge exacerbated by the ongoing border crisis, where lax federal policies under the Biden administration have allowed cartels to exploit vulnerable migrants for forced labor and sex trafficking, leading to Texas ranking second nationally in hotline calls and high incidences tied to illegal crossings.

Holding Insurers Accountable by Requiring Insurance Policies that Cover Gender Transition to Also Cover Detransition Care.

This bill requires most health insurance policies offered in the state that provide coverage for gender transition procedures or treatment to also provide coverage for "all possible adverse consequences," medical testing and screening to monitor mental and physical health, and procedures and treatment to reverse or recover from gender transition procedures or treatment. This also applies to policies that previously covered gender transition procedures or treatment, but no longer do, as well as all enrollees who underwent a gender transition procedure or treatment, even if the person was not enrolled in the insurance policy at the time. This holds insurers accountable by mandating that if they cover severe and ultimately irreversible transitions, they must also cover the full spectrum of care if the patient regrets their decision.

Protecting K-12 Students from Pornographic Content by Prohibiting Sexual or Vulgar Material in Public School Libraries.

This bill contains several provisions related to public school library materials. Most notably, the bill provides parents the right to access records of the items their child checks out, and allows parents to restrict which items their child may check out. The bill prohibits school districts from acquiring library materials that contain "indecent" or "profane" content. This bill increases penalties for organized retail theft and generally makes it easier to prosecute such cases. For example, the bill increases the classification levels, with the lowest level offense (property with a value of $100 or less) now being a class-B misdemeanor (previously class-C misdemeanor). Protecting the Second Amendment by Prohibiting "Red Flag" Laws.

This bill prohibits the state and local governments from adopting or enforcing an "extreme risk protective order" law, or a "red flag" program, which allows a court to issue an order authorizing a firearm seizure based on an "ex-parte" (one-sided) petition that alleges the firearms owner is a danger to themselves or others, unless specifically authorized by the state legislature. Additionally, the bill provides that federal red flag laws and regulations are not enforceable in the state and the state and local governments may not accept funds to implement or enforce such laws or regulations. The bill makes it a state jail felony to serve or enforce an extreme risk protective order unless authorized by state law. The one-sided petition violates due process under the law (an individual can't provide their defense) and these programs often lack provisions that prevent nefarious individuals from abusing the system to harass or harm law-abiding individuals, thus unduly infringing their Second Amendment protections and leaving them defenseless.
